Kirklees is attracting a significant level of investment into the district, so our Highways Service is also growing to reflect the increase in investment. 

The council manages a network of over 52,000 streetlights as well as signs and other street furniture across its network of streets and private roads.

As a Senior Technical Officer, you will be responsible for providing effective technical services in Highways Asset Management team while supervising and supporting a small team of staff. 

We are looking for individuals who:

  • Have experience of design and /or leading in the identification and organisation of all resources required for work.
  • Have experience in prioritising and co-ordinating designs, evaluations, procurement processes, site inspections, training/initiatives, research, and providing recommendations.
  • Have project management knowledge and experience.
  • Have experience of supervision and management of others and knowledge and experience of providing basic advice and guidance on Human Resources issues.
  • Have experience of presenting information in formats suitable for a variety of audiences.
  • Demonstrate an ability to work on your own initiative with minimal supervision with good team working skills.
  • Can use IT systems and software including, Microsoft Office, AutoCAD, Key System, Civil 3D (for Highway Design) and MicroDrainage (for Highway Design and Drainage), etc.
  • Can respond to Councillors operational requests impartially & confidentially.
  • Hold a full and valid driving licence and be willing to undertake a Kirklees Council driving assessment and travel between sites using a Council vehicle

This is a role that will involve working closely with and supporting the Engineering team; As Senior Technical Officer, you will:

  • Be the first line manager for the Technical Officer, including the allocation of work, appraisals, and attendance management.
  • Support the Engineering Team in managing Councillor, MP, and customer contacts through use of the shared mailbox
  • Be able to run reports on the asset management system to produce the energy inventory and submit to our independent meter administrator monthly and other reports including performance reports.
  • Maintain the street lighting inventory database to ensure accuracy and timely information is available to support the team in delivering an effective and effective service.
  • Manage and process the North Power Grid energy invoices.
  • Manage the required performance data to ensure data can be collated into reports and be presented in different formats depending on the audience.
  • Support the engineering team with attachment/licence requests for the installation of 3rd party equipment on street lighting columns
  • Support the engineering team with the festive lights requests/grants.
  • Investigate and respond to queries and concerns raised by members of the public, Councillors and MPs, and understand the need for effective and efficient communication, both written and verbal.
