Kirklees Council are advertising this role on behalf of West Yorkshire Combined Authority.

West Yorkshire Combined Authority are seeking to appoint a HR Data, Systems and Establishment Specialist to join our HR team to cover the maternity leave of one our team members.

Now is a really exciting time to be joining the Combined Authority, following the announcement of a £1.8bn devolution deal that has been secured for West Yorkshire. Devolution will enable us to drive up living standards for local communities while tackling the climate emergency and help deliver our commitment to become a net zero carbon city region by 2038, whilst seeing us become a Mayoral Combined Authority in 2021.

At the combined authority we bring together local councils and businesses, through the Leeds City Region Enterprise Partnership (LEP) to ensure that our work meets the needs of employers so that everyone in our region can benefit from economic prosperity supported by a modern, accessible transport network, housing and digital connections.

The Role

This role is a key role in the HR Team. We have recently completed the procurement exercise for a new integrated HR, Payroll and Finance system and are commencing the implementation of that system. As the postholder you will be the project lead from HR for that process and will have exciting unique opportunity to help implement and shape the system moving forward.

Reporting into the HR Operations Manager, your key responsibilities, in addition to the above, will include:

  • Being the HR technical lead and expert on all HR data and information systems, managing and controlling all aspects of these together with associated HR data and any GDPR implications.
  • Leading on the development and provision of management information, key performance indicators and data in relation to HR metrics and business wide requirements, providing appropriate reporting and analysis to support HR’s and the Combined Authority’s business plans and strategies.
  • Continually developing and providing a suite of reports on key HR data, analysing data and reporting findings to underpin strategic departmental and organisational management of a range of people issues.
  • Being the main link with our ICT Team.

About You

You will have the following key skills, attributes, education and experience:

  • Educated to degree level in a business field, or significant practical experience of data systems.
  • Practical experience of successfully performing in a similar role.
  • Experience of working within a confidential and sensitive environment.
  • Significant knowledge of HR systems and extraction of data.
