Kirklees Council are advertising this role on behalf of West Yorkshire Combined Authority.

We are looking to recruit a hard-working and enthusiastic Programme Manager to support the Economic Implementation team within the Delivery Directorate to manage the Superfast West Yorkshire and York Broadband Programme.

The City’s Region’s Strategic Economic Plan (SEP) has laid out an ambition to achieve 99% superfast broadband connectivity across West Yorkshire by 2022. The Superfast West Yorkshire and York Broadband programme is well on the way to meeting this ambition.

The role

Reporting to the Lead for Economic Regeneration as Programme Manager you will be working within the Broadband Delivery UK programme, responsible for delivering two significant broadband infrastructure projects to deliver superfast broadband connectivity across West Yorkshire and York.

  • Contract 2 - commenced in 2015. With Openreach as the supplier this programme will complete in June 2021. The technology being deployed in this project is full fibre to the premise.
  • Contract 3 is due to commence in September 2020 (approval pending). This new programme, part-funded by DEFRA, concentrates on rural connectivity and will enable superfast broadband to be delivered to rural areas within West Yorkshire and York.

About you

To succeed you will have experience in contract management, excellent communication skills whilst able to build and maintain strong relationships with strategic and operational partners. Previous experience working within the Broadband Delivery UK programme would be beneficial with the following areas critical for delivery:

  • Experience of BDUK contracts and Government funding streams.
  • Working knowledge of the BDUK Milestone to Cash assurance process.
  • Working knowledge of the relationship between take-up and Gainshare and how to maximise take-up with effective demand stimulation.
