Kirklees Council are advertising this role on behalf of West Yorkshire Combined Authority.

West Yorkshire Combined Authority is now responsible for the delivery of the £1.8 billion devolution deal for West Yorkshire and is the home of the newly elected West Yorkshire Mayor, Tracy Brabin, the first woman to be elected as a Metro Mayor.

We are seeking to appoint a Learning and Development Partner to support our organisation deliver a quality learning and development programme to our Mayoral Combined Authority and its staff.

The role

We are seeking a creative and ambitious Learning and Development Partner to join our team and play a key role in the successful delivery of the Combined Authorities plans for growth and development.

  • You will be responsible for the design, development and delivery of innovative and effective learning and development solutions that drive employee performance and engagement and build the talent pipeline.
  • You will partner and influence senior stakeholders and HR colleagues to plan, develop and deliver learning interventions and change programmes to strengthen organisational capability and individual skills, Ensuring that staff at all levels, particularly leaders and managers, have the necessary skills, knowledge and behaviours to deliver our strategic goals.

You will

•        Lead and coordinate the Combined Authorities learning and development strategy and training plan, ensuring all activities and resources relating to learning and development and workforce planning are coordinated across the Combined Authority.

•        Identify and co-ordinate delivery of the organisation’s skills development requirements and lead on undertaking skills gaps analysis and training needs analysis.

•        Work with Directorates to ensure that their specific training needs are identified and met.

•        Work closely with HR Business Partners to ensure that learning needs for each Directorate are captured within the Directorate Business Plans and relate to workforce needs. Identify any necessary development interventions and programmes of work required in relation to these.

About you

You will have the following key skills, attributes and experience but not be limited to:

  • Hold a relevant professional qualification in learning and development or HR
  • Extensive experience of leading a learning and development function and processes, providing guidance to management on skills needs analysis and workforce planning
  • Extensive and proven generalist L&D experience working with senior management, providing advice, guidance and robust challenge.
  • In-depth knowledge of all aspects of UK employment law keeping knowledge current and up to date.
  • Extensive experience of the development, delivery and roll out of L&D Strategies
