Kirklees Council are advertising this role on behalf of West Yorkshire Combined Authority.

West Yorkshire Combined Authority are seeking to appoint a Senior Service Manager. The role will lead the Growth Hub (known locally as the Business Growth Service) which helps Small and Medium Sized Businesses to access the support and funding they need to develop, grow, and become more resilient.

It is an exciting time to be joining the Combined Authority, following the announcement of a £1.8bn devolution that has been secured for West Yorkshire, along with the arrival of West Yorkshire’s first elected Mayor, Tracy Brabin, in May 2021.  Devolution will enable us to drive up living standards for local communities while tackling the climate emergency and help deliver our commitment to become a net zero carbon city region by 2038.

The Role:

Reporting into the Programme Lead (Business Productivity) your key responsibilities will include:

  • Managing and continually improving the Growth Hub and ensure complementarity with other business support provision within the Combined Authority and its partners.
  • Ensuring that the service continually meet the needs of Small & Medium-Sized Enterprises (SMEs) in Leeds City Region through the delivery of high quality and value for money service-provision.
  • Developing new business support products and services to meet identified customer needs, and secure the required resources to successfully deliver them, including via applications for external funding.
  • Ensuring alignment with emerging local and national policy linked to Growth Hubs, SME business support and delivery of the Inclusive Growth and Productivity agendas.

About You:

You will have the following key skills, attributes, education and experience

  • Significant experience in an economic development/business support role, including extensive knowledge and understanding of local, regional and national policy on SME growth.
  • Detailed knowledge and understanding of the challenges and opportunities facing SMEs, particularly related to business growth, strategic business planning and business support simplification/navigation.
  • Detailed knowledge and understanding of external funding streams for SME growth
  • Experience of effecting positive change in behaviour and working practices with key internal and external stakeholders.
  • Experience of matrix management across teams, and in other partner organisations (e.g. Local Authorities)
