Kirklees Council are advertising this role on behalf of West Yorkshire Combined Authority.

An exciting opportunity has arisen, for an experienced project manager, who wants to play a leading role in the delivery of major housing projects to reshape our local economy, and forge better futures for millions of people.

That’s precisely what is on offer at the Combined Authority where a £1.8bn devolution deal has been secured for West Yorkshire, along with the arrival of West Yorkshire’s first elected Mayor, Tracy Brabin, in May 2021.  Devolution will enable us to drive up living standards for local communities while tackling the climate emergency and help deliver our commitment to become a net zero carbon city region by 2038.

The Role

You will be responsible for providing project management expertise to ensure successful delivery of projects contracted, or funded, by the Combined Authority.

You will be an integral part of the Economic Implementation team, within the Delivery Directorate.  The team has a diverse and wide ranging portfolio including delivery of Housing & Regeneration, Clean Growth, Broadband and Enterprise Zone programmes.   

Your immediate priority will be the Brownfield Housing Fund programme (BHF) to cover a secondment period by the current post holder to March 2022.  The BHF programme is a time limited Government funded programme to deliver £66.7m of funds by March 2025, so close partnership working and management is required to ensure 4500-6000 homes commence construction on site within the funding period.

Excellent track record of project management of complex projects to ensure projects achieve required benefits and funding outcomes is required.  This will include budget management and financial monitoring of projects and their progress, developing and managing funding agreements and contracts, managing risk, ensuring compliance with governance and assurance processes.

It will also include support for business case development and liaison with key partners, unlocking barriers and enabling partners to bring forward major capital projects for funding.

The Person

We are looking for candidates with a project management background, with experience of housing or capital development projects.  You should be proactive, with excellent communication skills, and an ability to build strong partnership relationships.
