Kirklees Council are advertising this role on behalf of West Yorkshire Combined Authority.

We are currently seeking to appoint a Lead Consultation and Engagement Officer who will sit within our Policy, Strategy and Communications team and will be working on the Transforming Cities Fund (TCF) Programme.

The Leeds City Region has been successful in securing one of the largest TCF awards in the country. It is an exciting and ambitious programme of transport infrastructure aimed at reducing reliance on car travel and increasing and improving infrastructure for public transport and cycling and walking. This programme is vital in meeting our commitment to become a net zero carbon city region.

The role

Reporting to the C & E Manager you will lead a small team of C & E Advisors, directing their workload and overseeing their development to help deliver programme objectives. Key responsibilities are but not limited to:

  • You will manage relationships with a wide network of stakeholders, including senior managers and elected members within the Combined Authority and partner councils, suppliers, community groups and other networks to achieve objectives.
  • You will lead, plan, manage, deliver and evaluate complex C & E programmes, enabling an extensive range of audiences to shape and influence the work of the WYCA, LEP and wider local authority partners.
  • Drive innovation in consultation and engagement activities by developing integrated channels to maximise the reach of projects and encourage participation among seldom-heard groups.
  • Using advanced research techniques to collect, analyse and present consultation and engagement findings to advise senior managers, elected members and programme board members.

About you

You will have the following key skills, education, attributes and experience:

  • You will be an ambitious, results-focused individual, proficient at managing multiple projects and working flexibly with a range of partners.
  • Experience of managing consultation and engagement activities with a keen understanding of different tactics in communications and marketing channels (including digital methods) and tailoring these for difference audiences.
  • Significant experience of research, data collection, analysis and report writing.
  • Experience of working successfully in a partnership environment with many stakeholders.
  • Ability and confidence to advise senior figures both within and outside the organisation.
