Definitive Map Officer (Public Rights of Way)

Kirklees is the seventh-largest Metropolitan District in England. The area has a unique blend of towns and countryside, making Kirklees an attractive place in which to live and work. The district contains a network of some 700 miles of recorded Public Rights of Way (PROW) which are crucial to support the Council’s agendas, including active travel and well-being.
The Council is committed to improving and developing its PROW network, which includes maintaining and updating the Definitive Map and Statement of Public Rights of Way in our district. We are now seeking an additional Definitive Map Officer to join our dedicated and expanding PROW team.
Alongside other Definitive Map Officers you will be responsible for the protection and assertion of Public Rights of Way, managing and progressing applications for Definitive Map Modifications Orders (DMMOs), along with associated casework including Public Path Orders. As a senior specialist you will investigate claims, making decisions to reject or support modifications of the Definitive Map and Statement and advising on various proposals affecting Public Rights of Way. You will ensure that the Definitive Map, registers and associated records are produced and maintained, and that appropriate consultation takes place.
You will be an experienced Public Rights of Way professional, drawing on your knowledge to advise colleagues within the PROW team and the wider Council as well as dealing with third parties including agents. You will use your thorough understanding of legislation, procedures and processes to provide interpretations and conclusions to inform decisions taken by Council services and other statutory bodies. Where necessary you will attend hearings and public inquiries as the Council’s expert, sometimes in contentious cases.
You will understand in detail how Public Rights of Way relate to areas such as planning and development, as well as the importance of PROW in delivering outcomes for people, places and organisations. You will be an excellent communicator, able to lead complex technical conversations with legal representatives but also able to succinctly convey this subject matter to non-specialists including colleagues, partner organisations, elected members and the general public.
You will have excellent analytical and negotiation skills and be IT literate, able to use a range of bespoke mapping and related systems.
