It’s an exciting time to join the West Yorkshire Combined Authority, following the recent announcement that an ambitious £1.8bn devolution deal has been secured for West Yorkshire, as part of which the £63m annual Adult Education Budget will be devolved to the Mayor. Through devolution we will be working to drive up living standards through better transport, improved skills and stronger businesses, while tackling the climate emergency

The Combined Authority has ambitious plans to unlock the vast potential of the region by building a strong, successful economy where everyone can build great businesses, careers and lives. Skills sits at the heart of this ambition, and we are seeking an exceptional candidate to play a central role in preparation for devolution of AEB from summer 2021. 

The Role

The successful candidate will be responsible for leading and developing the implementation of the AEB, inception to delivery, including contract and partner negotiations, establishing a regime of contract management, audit, quality assurance and compliance processes to prepare for the devolution of skills funding and powers to West Yorkshire. They will also be required to establish and lead the delivery team within the Combined Authority, working closely with partners. 

The Person

We are looking for a proactive, motivated candidate with significant experience of working across the Employment and Skills landscape, as well as detailed knowledge of adult skills funding, and of the role of FE colleges and independent training providers in the system.

A successful track record of monitoring delivery of complex and large-scale programmes, including delivery through multiple third parties and contract management, will also be important.
