As a result of this, the council’s Major Project Service is looking for talented people to join our ambitious, creative and highly collaborative team and we are looking for an exceptional Programme Lead.

The district has declared a climate change emergency and as a key part of our economic recovery plans, the promotion of active travel and public transport investment is critical. The Leeds City Region Transforming Cities Fund is a £317 million funded investment from the Transforming Cities Fund to improve people’s access to public transport, cycling and walking across Kirklees, which will provide an accessible, affordable and attractive alternative to the car. The ambitious programme will connect people to economic and education opportunities through affordable, sustainable transport, boosting productivity and helping to create cleaner, healthier and happier communities for the future.

Kirklees has been successful in securing circa £40m of this funding for a capital programme ranging from walking/cycling projects through to major bus station refurbishments. We are looking to appoint to the pivotal position of Transforming Cities Fund – Programme Lead on a three-year fixed-term contract, to drive the Kirklees programme through to completion.

With a proven track record in managing the delivery of complex capital projects, you will need the skills and knowledge to help deliver a programme of this kind. The ideal candidate will be a highly motivated individual, who is prepared to work flexibly and as part of a team, in a high profile and demanding environment, and willing to work to tight deadlines to achieve success for our programmes. 

You will report to the relevant Head of Service to deliver this exciting capital programme, but you will have overall responsibility for a team to help deliver the programme including setting the specifications and managing the timescales and budgets. You will have a great support team around you, as part of a wider major transportation projects function, but you will provide the strategic leadership and programme management needed to deliver the TCF programme.

This is an excellent opportunity for an individual with highly developed interpersonal, organisational and negotiation skills along with strong programme and project management experience.

The role involves strong partnership working across the Leeds City Region and with key stakeholders, in particular with the West Yorkshire Combined Authority. Establishing professional relationships with partner organisations will be key to success. Hence, applicants should have good communication, negotiation and networking skills.
