What’s the role? 

Highways Capital Programme Manager.  This will be key for delivering on our strategic aim of improving the resilience of our service and to ensure that we are compliant with capital works programme delivery requirements. We need to effectively manage and deliver our annual capital works programme across the whole of the Highways Service area and this role will be pivotal in achieving that aim.

Working with the Senior Leadership team, you’ll manage all aspects of the delivery of our large and complex Highways capital programme, through monitoring, reporting and performance management.  As a competent senior manager, you will promote best practice in project and programme management, cost control, construction procurement, financial and any contractual aspects affecting service delivery.

The annual capital programme within highways is large and complex. For example, in the current financial year we are responsible for delivering an annual capital programme of around £35m, consisting of circa 250 different capital schemes.

We’d like to hear from you if you: 

  • Have a background in programme management - experience of coordinating the development of a capital works programme and tracking the status of actual and forecast spend against budgets
  • Can undertake financial monitoring of capital works programme within governance frameworks.
  • Are able to prepare and present progress update reports for senior Kirklees stakeholders and the West Yorkshire Combined Authority
  • Have experience of preparing reports for a wide range of stakeholders and have excellent communication and influencing skills
  • Are able to introduce and oversee process improvements to change the way services are managed and reporting is delivered
  • Have excellent stakeholder management skills and can work with a diverse range of support services including the council’s procurement team, IT services, finance and legal teams
  • Have a passion for improving things! 
  • Can identify and manage project dependencies
  • Have a track record of delivering change
