The Youth Engagement Service is an inclusive and flexible service that brings together, and works collaboratively with, partner agencies to ensure a whole system approach for young people who have been, or who are at risk of being, exploited and/or entering the youth justice system.

A Joint Targeted Area Inspection was conducted within Kirklees in June 2022 considering the multi-agency response to the criminal exploitation of children in Kirklees. The inspection found that, ‘Children in Kirklees who are at risk of, or experiencing, criminal exploitation have their needs identified quickly and receive multi-agency support to manage and reduce risk to them effectively’.

The inspection highlighted the Youth Engagement Service as an example of highly effective practice stating that:

‘The Youth Engagement Service (YES) in Kirklees is a successful resource that works well with other agencies to identify and meet the needs of children who are at risk of, or are experiencing, exploitation’.

‘In all the strategic and operational work seen by inspectors, the involvement and positive impact of the YES was clearly evident in improving children’s lived experiences’.

The Youth Engagement Service is made up of the Youth Engagement Service Team, the Youth Justice Service Team and the Coordination Team. The coordination team supports the effective delivery of the service as a whole.

The Role

As a Coordination Manager, you will hold responsibility for the consistent and effective support offered to young people being supported by the Youth Engagement Service. This will be done via the management of a coordination team that supports the service with the planning of frontline intervention and engagement work that it delivers. 

The role will coordinate and facilitate the delivery of the MACE process in Kirklees. This work includes;

  • Delivery of multi-agency meetings and forums that address and deliver support to young people at risk of exploitation.
  • Regular review of these processes.
  • Ensuring that timely management of plans and interventions is possible.
  • Supporting joint approaches to contextual safeguarding and prevention work via information sharing and attendance at a broad range of partnership meetings and forums.
  • Developing joint approaches to contextual safeguarding.
  • Working within the Youth Engagement Service and across the wider partnerships.

The role will require regular reporting of data and analysis of that data. This may be required via both written reports or verbal presentation to a variety of audiences. Regular reporting of YES data, along with qualitative analysis of it, will be an essential part of Kirklees’ development of a ‘problem profile’. Reporting on outcomes and evaluation of our work’s impact will also be a crucial part of the role. The participation of young people within all of this work is required.

You will be part of a management team that monitors information and identifies trends and real time interpretations that will contribute to plans aimed at mitigating risk and wider preventative approaches.

As a manager you will hold an influential position and hold responsibility for supporting and supervising coordination support officers. As a supervisor you  will provide supervision and opportunities for reflection and analysis, as well as being responsible for the allocation of work and responsibilities across the coordination team. This responsibility will work closely alongside business support colleagues who assist the delivery of processes held within the Youth Engagement Service.

Within Family Support and Child Protection we want to make a positive difference to the lives of children and young people. You will be part of a developing Youth Engagement Service which aims to ensure young people feel safe and are safe, young people are consulted about their concerns, are listened to, and responded to with appropriate actions. You will work closely alongside 8 Team Managers that work within the Youth Engagement Service and the collaborative approach of this management team will enable opportunities for service development to be progressed.

As such The Youth Engagement Service needs to recruit a motivated and  experienced individual who can drive forward the coordination of our service. We want to recruit an individual with experience of; coordinating the delivery of processes, managing staff and evidencing the impact of work. We want to recruit an individual with knowledge of contextual safeguarding, youth justice and Missing and Child Exploitation processes. 

You must be passionate about inspiring and improving children’s lives and you must be able to develop and maintain effective working relationships with colleagues and partners.
