Are you experienced highway network management professional looking for an opportunity to improve the lives of the local people of our towns and village centres through effective highway works coordination and management?

As the Highway Network Management Group Engineer, you will get involved in the management of highway works carried out by utility service providers, developers, and our own council roadworks teams, to ensure their activities are undertaken whilst minimising delays or disruption to the public. 

You will be experience in RASWA and Streetworks legislation and procedures and be able to bring about performance improvement when standards fall below expected levels.

The Group Engineer is also responsible for the Highway Registry and Local Land Charges Teams; both of which interpret, record, and provide essential highway and property records and advice to the public, council teams and external organisations.

We are looking for a Group Engineer who already has: 

  • Significant civil engineering and management experience in the highway network management industry, or closely related field.
  • A high level of effective and efficient communication, both written and verbal
  • Excellent negotiation skills to deliver effective performance management role.
  • A pragmatic approach that still ensures the safety of highway users and the objective to minimise disruption.
  • A significant understanding of highway regulation and control requirements; health and safety and design requirements, associated with the specific role.
  • Experience of budget and financial management.
  • A full and valid driving licence, and a willingness to undertake a Kirklees Driver Assessment, or ability to use public transport.
  • An appropriate professional or academic qualification which related to the skills and abilities required for the post or the ability to demonstrate significant experience. 

 As Group Engineer, your key responsibilities and duties will consist of:  

    • Supporting senior officers and elected members in the delivery of the Highway Network Management duties. 
    • Providing a customer focussed service.
    • Leading, managing, and mentoring others.
    • Supporting and advising on monitoring, analysing, recording, and using data with the specific remit of the role. 
    • Collaborating, advising, and liaising with various departments and external organisations to understand and resolve issues and requirements. 
    • Developing strategies and policies.
    • Monitoring and ensuring compliance with required procedures. 
    • Financial management and monitoring
    • Preparation and delivery of reports, including those for Cabinet/Council determination. 
    • Supporting team members with their projects, objectives, and personal development.
