An exciting opportunity exists within Kirklees Council’s Highways Service as an Operations Manager (Highway Network Manager). This is a newly created post that recognises the importance of good network management in helping to manage traffic flows across our 1950km of adopted highway.

Your primary role will be to take responsibility for delivering the council’s statutory duties with regard to the Traffic Management Act. This includes coordinating all on-street activity via the statutory role of Traffic Manager. It is a challenging role, ensuring that activities across our highway network are balanced against the need to ensure that critical infrastructure programmes of work can be delivered, with the minimum impact on road users.

You will lead the council’s streetworks function, including its existing streetworks permit scheme and developing proposals to operate a lane rental scheme. You will also have responsibility for managing the council’s Highway Registry and Local Land Charges teams, along with other teams and functions as appropriate.

You will work closely with other stakeholders across the council, elected members and external partners to support the council’s wider ambitions around growth and regeneration, managing its impact on the highway network. You will also lead on the Highway Authority’s response to Network Rail’s Transpennine Rail Upgrade and West Yorkshire’s mass transit system and on any major events or large activities, that may have an impact on traffic flows on the highway network.

As this is a new role, there is a great opportunity for a suitably talented individual to not only create some organisational resilience but to shape the future direction of this important service function.

You will also be a key member of the Highway’s senior management team, contributing to our aims around improving compliance, resilience and perception, including supporting our ambitions around transforming the highway service.
